The term derives from the Spanish cerilla, a variant of cedilla, cause by the interchange of /d/ and /r/.

Oxford English Dictionary -
Its first citation is from 1591:
"C before a o u like k [sic]… if the nature of the word require any other pronunciation, it is noted with a little taile, as ç, and is called Cerilla, sounding almost as the Italian z."
