paraphasia
Definition - A verbal communication disorder where a person speaks in disorganized, meaningless sequences of words.

Example -
"I'm going to put people in my place, so when the history of this administration is written at least there's an authoritarian voice saying exactly what happened."
(George Bush, Jr. speaking about his proposed memoirs on March 17, 2009)

Etymology -
The term derives from the Greek aphatos, without speech.

Oxford English Dictionary -
Its first citation is from 1866:
"A difficulty of speech may consist in an inability to use the proper words to express the mental ideas.… This difficulty is sometimes distinguished as *paraphasia."
